Patricia Taylor Todd Named New Deputy Mayor of Montgomery Township

Montgomery Township Committee selected Patricia Taylor Todd, esquire, as deputy mayor at its meeting on June 18, replacing Vincent Barragan who resigned on June 18, citing that he is moving to Princeton.



Todd has served on Township Committee since 2022, when she was appointed to fill a vacant seat left by Shelly L. Bell. She was then elected to a three-year term (2023-2026). She will appear on the November 2 General Election ballot seeking another three-year term (2027-2030) against Republican challenger George De Sanctis, who ran for office last year but was defeated.


Patricia Todd is married to Montgomery School Board President Patrick Todd. (Yes Patrick and Patricia). They have two adult children: Cameron, 27 and Evan, 20. Todd is also is a member of the Montgomery Planning Board.


Patricia Todd has served as chief executive director for diversity, legal and regulatory affairs, as well as the Equal Employment Opportunity (EEO) and ethics officer for the State of New Jersey. She is currently the founder and executive coach of Tenacity Executive Coaching, LLC, a boutique practice providing executive coaching services and mediation/arbitration to individuals and businesses.


In her previous professional roles, she directed employee relations for the NJ Dept of Treasury and designed and implemented landmark programs to promote and increase diversity and inclusion in the state workforce. She also provided leadership for key legal and regulatory initiatives includes Diversity in Law Enforcement, State as A Model Employer of Persons with Disabilities (SAME), and N.J. Workplace Gender Transition Guidelines.

Todd previously served as hearing officer and mediator for the NJ Public Employment Relations Commission and as assistant general counsel for Jersey City Public Schools in the 1990s. She represented the district in administrative, civil, and appellate litigation; resolved or litigated tenure, special education, and civil service matters and jury trials, with virtually 100% success.


She earned her juris doctor degree from Rutgers Law School in 1991 and her bachelor's degree in political science from Temple University in 1988.


Vince Barragan Resigns

Montgomery Township Deputy Mayor Vincent P. Barragan submitted his resignation letter yesterday, effective immediately.


"I will be relocating to Princeton, since their public schools offer my daughter the least restrictive environment that best meets her special needs," he wrote. His daughter attended pre-K in the Montgomery School District, and is in kindergarten in Princeton now.
