New E-Bike Regulations Requiring a License and Insurance Are Now in Effect, Montgomery Police

New e-bike regulations are now in effect across New Jersey. E-bike drivers must now have a valid licence for ages 15 and up, and insurance. The Montgomery Township Police Department reminds residents the new law is designed to improve public safety, clarify operator requirements, and ensure responsible use of electric bicycles throughout our community.



New Requirements

Under the new law, individuals operating an e-bike must have:

  • A valid driver’s license (generally age 17 and older), or

  • A motorized bicycle license (for individuals ages 15–16).

  • Children 14 years of age and younger are prohibited from operating e-bikes.


Registration and Insurance Requirements

Effective immediately:

  • All e-bikes must be registered with the NJ Motor Vehicle Commission.

  • All e-bikes must carry liability insurance in accordance with state requirements.


Under the new law, E-bikes are defined as a low-speed electric bicycle that has two-wheels with pedals where the motor assists only while pedaling and ceases to provide assistance when the bicycle reaches the speed of 20 miles per hour. A motorized bicycle (moped), a pedal bicycle that is throttle-capable of assisted speeds up to 28 miles per hour, is also considered an E-Bike.

Six-Month Grace Period

To assist residents with the transition, a six-month grace period has been established through July 19, 2026, allowing time for operators to obtain proper licensing and to complete registration and insurance requirements. During this period, officers will focus primarily on education and outreach. After July 19, 2026, enforcement actions may include summonses and fines for non-compliance.

“These updated regulations are intended to enhance safety for riders, pedestrians, and motorists alike,” said Montgomery Police Chief Silvio Bet. “We encourage all residents to review the new requirements and take the necessary steps to comply during the grace period.” 


The Montgomery Police Department reminds all riders to wear helmets, obey traffic laws, and operate e-bikes responsibly.
